These are open to public but I do ban any real bad drivers so can get some decent racing in there. I can run 5 servers off my one dedicated so instead changed that to a different combination. There are always 5 up but normally at peak times only one of them may fill up, I do mix up the combinations a little every day or so but keep up something similar to what tends to be busiest. You could try deleting your silverstone-international/data/surfaces.ini (which is what the checksum checks) and verify your local content. Ive had no issues on any of mine but I normally update the server data whenever there is a game update but I dont think there has even been one since the last round.
