I am just not sure where it goes, is it run from the server, what folder ? or through windows

Maybe good for practice, but some of us do get the occasional spikes that then settle down again so would suck to get kicked for that happening.

It doesn't look like it needs to go anywhere specific. It's just it's own windows app and you populate the IP addresses are ports. You may not be able to run it with stracker though, but I think stracker has a proxy feature so you'd need the details of that within this app.
