That's a paddlin'. I reckon the red car moved over and caused the incident. It may have been because the rears spun up on a bump, but still moved over and mad contact with the other car.

Hard to say if the red car knew the other was there. Think nearly all of us run helicorsa or similar in which case you should know. It was a definite big move over the left but hard to tell if it was to try and block or something else. Hard one to judge but I guess that's why you've put it here  ;D

I'd call it pretty bad driving by the car in front...unnecessary move. It wasn't happening in the first two turns where we're supposed to stick to our lines, was it?
It wasn't intentional...so I'd say no penalty...really bad luck for the guy suffering from this move.

The cars were too close together for red to make that move, incidental or not.

If it's the second turn than it's definitely the right decision...imo anyway.
