That means you pay someting up front and pay less (or nothing) ongoing. Depending on utilisation this can be much cheaper - 20%-50%. This way if you need/want to start a new one and shut the old one down, it still applies. You just need to make sure you buy the correct instance in the correct zone, that's all.
