Here are the skinpack downloads as of round 1 11/10/2016
This is the min resolution pack so all skins with 2k skin options have that in this pack, to install just move the content folder to your main AC install.

This pack also includes all cars but 3 of the skins are a higher resolution 4k skin.

Either pack you can simply copy over the other and the skins will be either higher or lower res, the lower res one may be best for people on lower spec setups. The skins are also installed on the practice server and should be assigned to all the drivers when they join but if you dont have the skin pack then all cars with custom skins will likely just be plain white and rather boring. :'(

Also there is one extra car in the pack the McCafe that Phil originally chose so someone can take that or Wally may want to assign it to someone else. The Pack is only 50MB compressed so it shouldn't be too big an issue for anyone to download, if more skins come later I will add them to another pack next week.

Skins should also be assigned to all in the practice server so you will see them if you have the pack, if not its likely most other cars will be plain white.

For those I just used the 4k skins, they still werent too large but I can make a smaller 2k pack for these if people think it will have an effect for them.

I noticed in the pack the Vitafone skin is in 4k but its the only option so I have just left it as is. This pack contains all the cars and if you installed the first pack this can be installed over the top and will replace the 2 higher res skins of the Martini and the Konvex Motorsports with lower res 2k versions which may help people with lower spec systems.
